Uttarakhand Civil Services (PCS) officers have also raised the demand for their promotion and grade pay. A delegation of PCS Association met Chief Minister Pushkar Singh Dhami and handed over a demand letter to him regarding the demands. The association says that since the year 2013, the vacant posts of IAS have not been filled by promotion, while the officers have fulfilled the eligibility.

According to the association, state president Lalit Mohan Ryal, general secretary Harak Singh Rawat, Girdhari Singh, Prashant Arya, BL Rana, Chandra Singh Dharmasattu and many other PCS officials met the Chief Minister. The Chief Minister listened to their demands very seriously and assured of affirmative action.

The delegation said that the Uttarakhand Civil Service is the highest administrative service of the state. Along with making the policy of the government, it plays an important role in implementing it on the ground. But despite giving continuous demand letters, the matters related to the service are pending. Due to which the members of the cadre are feeling neglected.

He objected that in the merit list of the same selection, the city magistrate is placed at the bottom and the officer installed above him is posted as deputy collector, due to which the situation of confusion is created.

Association raised these demands

  • There are vacant posts in Pay Band Level 13, 13A. All officers working in PCS level 12 should be promoted to level 13.
  • There has been no promotion induction in the Indian Administrative Service since the year 2013.
  • Promotion posts from the PCS quota should be filled at the earliest.
  • The seniority list of PCS should be released soon.
  • Officers deprived of financial benefits due to indecision in the government.
  • PCS officers retired without taking the benefits of state Dandriyal service.
  • Officers of other cadres are being posted on the posts of the PCS cadre. PCS cadre should be modified for a better administrative system.
  • In IAS and IFS cadres, officers posted in higher pay scales are posted on lower pay scales due to the excess number of posts being held. They are taking posting in IAS and other cadres. This is causing administrative difficulties at the district level.
  • The role of PCS officers posted in authorities and corporations has been limited. After the head of the department of the IAS cadre, the role of the officers of the PCS cadre should be kept.
  • Orientation and refresher training should be conducted after PCS officers join the service.
  • PCS officers posted in departments, corporations and authorities should be given the second position after the highest post.
  • There should be an online system of ACR like a central service.
  • Joint rank list of PCS officers to be issued immediately. Posting in the field should be given based on the list.
