It has become cheaper to pass the map of the buildings in the newly formed colonies of Uttarakhand. The government has reduced the sub-divisional fee from five percent to one percent. At the same time, it has also provided a great relief in land-use change.

A mandate in this regard has been issued by Secretary Urban Development Shailesh Bagoli. Accordingly, Uttarakhand Housing and Urban Development Authority (UDA), the development authorities of Mussoorie-Dehradun and Haridwar, all district level development authorities and town and village planning department have strengthened their preparations.

The government has also shifted the responsibility of land use change of housing projects under Pradhan Mantri Awas Yojana (Urban) from the government to the concerned development authority whereas the standards of Building Construction and Development Bye-laws 2016 have also been relaxed. Under this, the relaxation of up to 25 percent can be given by the board of the concerned authority. UDA will have the right to give relaxation for 25 to 50 percent. The state government will have the right to relax more than 50 percent.

What has changed

Till now the sub-divisional charge was charged at one percent of the circle rate in developed areas and five percent of the circle rate in undeveloped areas. The government has now reduced the circle rate to one percent for all places. This has made it cheaper to pass the map in those colonies, which fall under the category of underdeveloped. Also, the development fee will not be charged from the original allottee in the displaced areas, but the person who buys the land will have to pay this fee.

The government will change land use above 50 thousand square meters

Till now the process of land-use change was done at the level of the government. Now the concerned development authority will be able to change the use of land from four thousand to ten thousand square meters.

Land-use change of land from 10 thousand one square meters to 50 thousand square meters will be done at the level of Uttarakhand Housing and Urban Development Authority (UDA) whereas the land-use change of land above this will be done at the level of the government. At the same time, the local development authority will decide on the proposal of land-use change of industries after the recommendation of the State Authorized Committee constituted under the chairmanship of the Chief Secretary.
