The Comptroller and Audit General of India (CAG) has released its first report for 2021 based on audits conducted in government hospitals in Uttarakhand. In this, the poor condition of government hospitals has again been exposed. According to the CAG, 59 percent of patients reaching Government hospitals are not getting medicines. Most of the patients have to buy medicines from outside.

Necessary equipment and medicines are not available in the operation theaters of 70 percent of hospitals. Radiology services like X-ray, Ultrasound, CT scan are available only in counted hospitals in hilly areas. The standard of radiology services in the plains is also very poor. The condition of pathology services in hospitals is not satisfactory.

The CAG observed that as per the IPHS scale, district hospitals should have 60 essential pathology equipment. But in the hospitals that the CAG inspected, the shortage of pathology equipment was found to be 48 to 78 percent. The pressure of patients is highest in the Gynecology Department and General Medicine Department in the hospitals. Due to the shortage of specialist doctors and the huge rush of patients, doctors are able to give less than four minutes to 75 percent of the patients.

The health budget is also not being spent fully

The officers of the Health Department are also unable to spend the entire budget being provided by the government. According to the CAG report, in 2018-19, the government released a budget of Rs 1531 crore, but out of this only Rs 1385 crore could be spent. The Health Department has not been able to spend the entire budget released ever in the last five years. However, the proportion of the increase in the budget from the state government is also very less.
